Ambetter Health has announced that it will not offer health plans in Delaware and New Hampshire for the 2027 plan year.
Ambetter Health Policy Update: Elimination of NPN Overrides
Many state entities have recently announced, or will soon announce, the disallowance of National Producer Number (NPN) Overrides. To align with these state requirements and ensure consistent compliance across our footprint:
Effective October 15, 2025, Ambetter Health will prohibit the use of National Producer Number (NPN) Overrides across all states, regardless of CMS, state, or direct enrollment platform allowances.
Requirements for Producers:
- Application Submission: All applications must be submitted by the individual agent who negotiates, sells, and solicits the policy to the consumer using their own NPN.
- Licensing & Appointment: Any producer actively assisting with the application, plan selection, or enrollment process must be licensed, contracted, and appointed in every state where business is conducted.
- Preemption of External Guidance: This policy supersedes CMS, state, or platform guidance that may permit the NPN Override feature.
- Enforcement: Failure to comply may result in immediate termination of the agent and/or agency contract.
This update reflects Ambetter Health’s commitment to compliant business practices and consumer protection.

The individual coverage health reimbursement arrangement (ICHRA) is a relatively new alternative to expensive group health insurance for many types of employers. It’s also a great way for small employers to start offering health insurance, which can help with recruitment and retention.
